Unless the inventors get a lot of public support? I don't see how the "leaders" (I'm assuming you mean Bush and them, if not, please correct me) could shamelessly ignore this if it became big news.

He stumbled across this while trying to find a way to cure cancer.
The cancer idea was that the radio waves could be used to heat up metals. A cancer patient would be injected with certain types of metal particles. These particles would cling to the cancer cells, and nothing else. Once they attached, you could blast them with radio waves to heat them up. The heat would kill the cancer cells while the healthy cells were unaffected.
